slice/3-relay
Slice 3 of the Meet design (spec §12 item 3): CARLOS_RELAY parsing and the startup refusal, minting with the platform vector, GET /m/{sqid}/ice for an admitted participation, renewal in room.js with a proven ICE restart (§5.3), and the browser gate under a development-only shortened schedule. Plan: docs/superpowers/plans/2026-09-10-meet-slice-3-relay.md (six tasks). Same loop as slice 2: per-task review, whole-branch review, Codex rounds, canary, CI, merge, deploy; the relay is enabled on the app at deploy time and verified through carlos relay status and the instance log.
