Built, reviewed and green at 0d3f9f9c: forge CI passed and the local make test gate passes. Two Astra rounds closed. Not merged, not rolled.

Paul merges with amadan branch merge -squash, then the flagship boxes need the build before any deploy gets faster. After a roll, check one deploy in the box journal: the agent's 'was adopted onto ... by another pass' line should follow the root pass's 'repointed' line within about two seconds.

Workers stay with the sweep's 90s grace. One instance is cycled per 2s tick. Adopt passes use BounceAdopted; carlos restart keeps Bounce. The stage relay's throttle drop and Bounce's '(carlos restart)' wording on an adoption are left alone (see #231). The zero-downtime handover and opt-out need a spec, with #230 folded in.
