Operators can read one stored usage statement for one enrolled account and an explicit calendar month through the existing console API and carlos billing sponsored observe. The read returns exact stored bytes and a digest, validates enrollment and operator access before and after storage I/O, and reports anomalies without treating the statement as verified billing or a complete baseline.

The bounded reader accepts direct DirStore/S3Store only. The CLI validates the complete response, refuses redirects and safely renders account data. All observation wording is user approved; the existing sponsored commands retain their wording except the approved family summary.

Focused local normal/race/vet checks pass, with preserved red regressions for empty ETag, implicit HEAD reads, future-version dispatch and noncanonical observation timestamps. Independent source/copy audit is complete. Actual Opus accepted the corrected code and bounded composition against verified945. Exact9409c76ffdd159d4238e54598506eb35acec29ef passed build/vet/gofmt, launchctx, native nonconsole/litestream and all5 cross builds. Independently verified eight ext4 FULL console partitions cover2060 top entries,2794 terminal cases,734 nested cases and5 default fuzz seeds with only2 expected skips; independently rebuilt binary and discovery are byte-identical. Source and destination Amadan CI both pass on exact9409. Feature review211 was fast-forwarded only and accepted under Paul's explicit host validation exception; original monolithic failures remain preserved. No timeout/durability/gate change or crash/powerloss proof. Opus accepted the recursion correction while retaining the limitation that earlier red-run test-file bytes were not archived.

No real observations, enrollment, grants, provider/runtime actions or deployment were performed. Billing remains OFF; grant/apply and deployment holds remain separate.
