Operators can read one stored usage statement for one enrolled account and an explicit calendar month through the existing console API and carlos billing sponsored observe. The read returns exact stored bytes and a digest, validates enrollment and operator access before and after storage I/O, and reports anomalies without treating the statement as verified billing or a complete baseline.

The bounded reader accepts direct DirStore/S3Store only. The CLI validates the complete response, refuses redirects and safely renders account data. All observation wording is user approved; the existing sponsored commands retain their wording except the approved family summary.

Focused local normal/race/vet checks pass, with preserved red regressions for empty ETag, implicit HEAD reads, future-version dispatch and noncanonical observation timestamps. Independent source/copy audit is complete. Actual Opus accepted the corrected code and bounded composition against verified945. Candidate9409c76ffdd159d4238e54598506eb35acec29ef is now undergoing complete exact-tip host-exception local validation and source CI; no integration acceptance is claimed yet.

No real observations, enrollment, grants, provider/runtime actions or deployment were performed. Billing remains OFF; grant/apply and deployment holds remain separate.
