Signup retries need immutable evidence tying the authenticated request to one account birth. This checkpoint adds local intent, mint-attempt and birth records, preserves prior overage receipts during a WITHOUT ROWID migration, and makes legacy account-manifest backfill create-only so it cannot overwrite a racing owner or tombstone. Replaying historical ON after a later OFF retains current OFF. No signup handler or remote minting consumer is wired.
Actual Opus accepted the bounded code/composition after rowid replacement and schema-iteration error fixes; deterministic held-evidence and attempt-chain regressions plus removal mutants are recorded in the run-root manifests. Exact47d5e8c1 Amadan gate, all five cross shards and MinIO contract pass. Combined focused normal83.122s/race201.087s/vet, repository build/format and three local cross builds pass. The unmodified local full gate FAILED exit2 at06:09:16Z: console suite timeout1800.332s, active test0s in Store.Open migration, zero assertion failures. The exact retained binary is now running all1993 top-level tests in8 private partitions; supplemental coverage cannot relabel the original failure. No overall local or integrated acceptance.
LIVE BILLING OFF. Backend atomic-create capability/scope identity, restore lineage, valid offers, consumer integration, stronger migration rollout evidence and restored production-copy rehearsal remain held. No commercial rates, exhaustion/storage policy, rollout, provider action or main merge is authorized. Experimental VFS e4ea and sidecar restore/rollout work stay separate.
