Signup retries need immutable evidence tying the authenticated request to one account birth. This checkpoint adds local intent, mint-attempt and birth records, preserves prior overage receipts during a WITHOUT ROWID migration, and makes legacy account-manifest backfill create-only so it cannot overwrite a racing owner or tombstone. Replaying historical ON after a later OFF retains current OFF. No signup handler or remote minting consumer is wired.

Actual Opus accepted the bounded code/composition after rowid replacement and schema-iteration error fixes; deterministic held-evidence and attempt-chain regressions plus removal mutants are recorded in the run-root manifests. Full repository gate and exact-tip CI are pending on this checkpoint; successful author/focused checks alone are not integrated acceptance.
