If an app is super complex, then perhaps offer a navigational layer on top of webviews so as not to duplicate too much work, but in that case, it could be prudent to suggest a manifest-driven approach to the app architecture that supports a web and native "compile" that feels right for the web and right for native. Things like menus, right click, links etc. should all feel native rather than wrapped webviews
