Consume the suite sharing doctrine: Appendix A.3.

oficina/suite holds the doctrine that binds every app in the suite, at revision 4, commit 210312f. This branch is the Sheets half of §12 step 1: replace the places this spec restated a shared rule with a citation, and record which rulings Sheets consumes.

PRODUCT.md principle 2 and spec §8.3 both put the boundary at the instance; it is the team. §8.2 says where team standing comes from in each shape, and that per-sheet roles stay local. §9.1's five-call contract becomes a citation — that section had already caught itself drifting once, and drifted again from the home's side.

AGENTS.md keeps its same-commit rule, which a draft of the doctrine wanted to replace. It is about this file versus its own spec, both in this repo, so it is a local obligation that works. A second rule is added beside it for the doctrine, which genuinely cannot be one commit.

New §9a lists consumed rulings with the doctrine's commit and revision, names S6 as Sheets' alone, and records that Sheets ruling 12 travelled the other way: it is now suite ruling 15's read-only half, after a draft of the doctrine proposed an anonymous link editor and had to be corrected against this spec.

No code changes. Spec, PRODUCT.md and AGENTS.md only.
