Rulings for revision 9: the fan-out excludes the sender (the panel echoes locally on acceptance); chat above 2048 bytes is 413 too-large; share carries only {on}, the tile label comes from the sender's name in the envelope; one Share button, no sharer limit. The chat panel is one partial and one script so a second Oficina app can adopt it (§10).
