Slice 1 of the Meet design (spec §12 item 1, revision 8): persons, meetings, meetinglinks, guestgrants, pending_joins; sealing; the meeting list; create; the link shown once; the replace-link and end-meeting confirm pages; the /j/ route with its three outcomes and one 404; the pending-join cookie, the Authorize callback, /continue and /welcome; the allowlist exception and outsider budgets; standing and the §2.5 authorization contract as middleware; make release stamping. Scriptless throughout; joining lands on a holding page that says the room is slice 2. Plan first (docs/superpowers/plans/), then TDD task by task, Fable review of the diff, real CI, then merge.
