zdd-5-scheduler

DORMANT. CARLOS_SWAP must stay off. The owed list is below and in full in docs/superpowers/plans/CODEX-FINDINGS-ZDD-IMPL-5-R3.md §5 and CODEX-FINDINGS-ZDD-IMPL-5-MERGE.md.

Zero-downtime deploys plan 5: the rollout scheduler, and the CARLOS_SWAP=overlap wiring. Merged with main d6f66ef3 (#268 lease margin, hostclaim region-HA, moves floor gate) at ad766c5b.

Flag off (the default): main's paths. The exceptions are the ones the index assigns: worker serving publication and generations-file writes. Flag on: one scheduler per app per box, canaries with a 10 s settle, swap_concurrency, failure records, a first-wake budget with fallback, config activation, generations-file pins, and stage-relay retransmission. The box refuses to arm without cgroup delegation.

Evidence at the merge:

  • Full gate green.
  • Cross-builds green.
  • 3000-seed simulation sweep ok.
  • Mutants M1-M6 all caught.
  • Astra: rounds 1-3 ending ACCEPT WITH FIXES (dormant), and the merge review ACCEPT WITH FIXES (dormant). No flag-off defect found.

Owed before the flag goes on anywhere:

  • Hold-ran marker gaps N5-N7.
  • Durable failure records (F5).
  • Declined-box residuals.
  • The four claims-on gaps: RoleLaunch.Root is wired, so claims-on planned wakes can execute. Decline arming on claims-on boxes or close the gaps.
  • Plan 6 copy review of the draft event and refusal texts.
  • On dev: the D1 daemon-reload measurement, real-unit control and KillSidecar checks, and a guard for populated legacy parents.
  • The rest of the R3 §5 list.

Claims-backed swaps stay refused (P2-9).
