Media on CARLOS: a staged roadmap (design doc, no code)

Adds docs/superpowers/specs/2026-09-07-media-platform-roadmap-design.md, revision 6: the staged plan for media handling on the platform. A kind:media serving class with three doors (public, secret, private) over two storage namespaces; image transforms; audio and video on demand; STUN and TURN, then LiveKit hosted as a platform media service; and the app-facing helpers. It descends from discussions #107, #112 and #113 and the Meet app's requirements, and answers #112 and #113 in §8.

Paul ruled on all eleven decisions on 2026-09-07 (§7, each marked ruling). GPT-6 via Codex reviewed five rounds from CODEX-REVIEW-BRIEF-MEDIA.md; the findings are committed unedited as CODEX-FINDINGS-MEDIA*.md (27, 14, 9, 8, then 2 wording fixes with verdict accept). Every finding was accepted except two parts named in §10.

Nothing is built. Next: stage 1 (serving class) and stage 4a (STUN and TURN) each get a spec and plan, in parallel per ruling 11.
