Test-suite debt: the root test binary can no longer reach an operator's ~/.carlos/config (#226, #258), and two flaky tests wait on the condition they depend on (#274, #266). Test-only plus one AGENTS.md paragraph. CI green on ce7b9441; Astra review running; not merged.
