Increment B of the layout-migration build plan: carlos status --layout. A read-only inventory that classifies every ActivatorManaged instance via activator.Classify and reports its layout (nested=ok / flat=FAIL / fenced / foreign), exiting non-zero if any managed instance is still flat. Touches no spawn path and no running instance; it is both the migration inventory and the permanent 'never again' regression gate, landable before any file moves.
