Seeded instances (#260/#261) are fully built on this branch: all 8 plans, ~86 commits on top of carlos-run (bf8e04bc), tip 62c3fb3d. Every task was reviewed, with fix rounds. The full series gate is green apart from pre-existing failures: TestClaimStopFullDuplexSocket, vet TestCheckBootFlagsBinaryThatNeverServes, the load-dependent GeoIP publish tests, and the litestream lease race. seeds.ProtocolVersion is 1, but the doors stay shut until an operator publishes the seeds floor.

Paul: decide the deviations (async --from and import upload; import aborted on failed integrity check; reserve after size/scratch checks), the copy questions, GET-only verify vs titogo's tool, and the rollout gates; then copy-review any new rows, merge carlos-run first, then this branch; dev-box checks per spec §9

Merge waits on Paul's decisions and on carlos-run (copy reviews RUN-C86/C75). Floor publish (spec §10 step 2) waits on the rollout gates: held-rollback exit, noncurrent-version expiry on data buckets, S3 permissions for console and box roles, one console per deployment
