Region HA contracts the claim (L13) and moves sessions asked for, all dormant: hostfiles manifests v2 with origin-qualified object keys and an explicit set of admitted origins on restore; CopyManifest (create-only, expectSeq, no object copies); Publish (install-time: a complete, consistent image or nothing); internal/boxchoice exported from console with identical behaviour. Contracts note at docs/superpowers/notes/2026-10-07-region-ha-contracts.md. Reviewed; full gate green.
