readme-roll-order
README "Releasing the platform" only. The roll order is now dev boxes, dev console, check dev end to end, flagship boxes, flagship console. Adds three roll traps: system update rolls a whole channel and cannot canary one box; updaters older than v0.26.0 need carlos-instance-control restarted when the new edge serves; the dev console needs its release key drop-in (/etc/carlos/release.env plus console.service.d/release-key.conf) before system update.
Needs Paul's review of the wording. Not for merge yet.
