Moves Phase 1 Plan 2 (cut, flip, landing), behind CARLOSMOVESPHASE1 (default off; copy gate keeps it off while rows are pending). Record and claim transitions, stop evidence (Reconstruct + FDHolders), the journaled cut excluding the activator writer and sealing by version, holds in reconcile/schedule, the box journal, the generation build from the seal, park helpers, the landing checking to restored (guarded install, operation-owned extraction, earlier deadline), the moves claim policy, and the door through the claim admitted path (RegisterMove + BeginClaimMove). Production landing unarmed until Plans 3 and 5; claim-on stuck move start awaits claim Plan 9 B8. Every task Astra-reviewed; whole-branch review blockers fixed; full gate green at f417182c.
