Plan only, rev 2 (not for merge yet): moves into the home region, home-region part 2 (#236). docs/superpowers/plans/2026-10-15-moves-home-region-part2.md. Rev 2 answers Astra round 1 (four P2s). Eight tasks: spec; T3 home rule; fixtures with a production probe mode; commit into home through the production owners; revert, rollback, abort, loss and conversion witnesses; the door (home fold, MV-N511 before the capability check, home names in every refusal); runbook; gate. Ruling R2: dev's second home box blocks Run 1 today, independent of part 2. No claim or region HA code changes.
