Exact running-console c1d40eeb backport: owner adoption restores the console app record without replacing existing pipelines or creating a pipeline for legacy apps. Runtime diff only changes claimApp. Includes already-landed CI download URL fix with identical pinned MinIO binaries. Full local Go gate, ARM64 console build, and Amadan CI passed at 7e131c04. Opus review blocked by Claude session limit; user asked whether Astra may substitute. No production mutation.
