fix/scanner-freshclam-apparmor
Fixes the scanner-host first boot: freshclam's AppArmor profile only lets it read its config under /etc/clamav, so the copied /run config failed every try. Found on Carloku's first scanner box (2026-10-06); the rest of boot and two acceptance checks then passed there by hand. Also points the plan and spec at v0.24.1. Tracking: discussion #235.
