Host lifecycle claim, Plan 4: the park engine. internal/park: exact-version remote parking with create-only manifests, the late-completion horizon and quiet_after acknowledgement, the at-rest sweep (decision + executor, never the live set), journaled descriptor-relative local retirement under the host guard; hostclaim gains the persisted park scope and holderless sweep (spec rev 6.15). Libraries only. Built on feat/hostclaim-boxguard (Plan 3), so it merges after Plans 1 and 3.
