Plan 1 of 8 for the host lifecycle claim (spec design-replica-ownership rev 6.6): internal/hostclaim, a pure library that reads, validates and conditionally writes control/hosts/<host>.json, with the claim's state transitions (create, complete, cancel, delete, parking chores, free, adopt and discovery, NewGeneration cold recovery, the orphan predicate). Not wired into the console or the boxes. Built by Codex, task-reviewed and whole-branch-reviewed by Codex at high effort.
