Host lifecycle claim, Plan 8 rev 5 (claim-internal scope): signed loss records and bound lost-box transitions, quarantine interface and retirement receipt, exact compute observation, the durable execution-lease controller, and flag-gated CLI/console paths that refuse until Plan 8b. Inert behind CARLOSHOSTCLAIM. Plan 8b (release identity, actor directory, live wiring) waits on Paul (#236). Built on feat/hostclaim-boxguard with r713 merged.
