Host lifecycle claim, Plan 5 (console operations), Tasks 1-4 only: record, transition and recovery primitives (internal/hostops), the shared retirement entry point, inert console adapters. Inert behind CARLOSHOSTCLAIM. Tasks 5-9 wait on Paul's rulings (amadan #236) and the proposed claim spec §5.9. Built on feat/hostclaim-park with the door merged; merges after Plans 1, 3, 4, 7.
