carlos db, read side: the console serves a hibernating instance's replica LTX files by coordinate from the in-region data bucket, and the CLI restores them read-only for pull and query (spec 2026-09-02 §6, plan unit 1). It replaces the box-staging pull on feat/db-push-pull (review #194). Push is deferred to its own design pass.
