Verified78d95cc6: full local build/vet/gofmt/make test +3cross passed at20:00:58Z; exact Amadan CI passed. Scoped independent Astra and actual Opus review accepted inert receipt state; Opus accepted deterministic lease fixture. No effective spending authority.
