Carloku billing engineering checkpoint; LIVE BILLING OFF.
Current verified implementation is165472b8fccc2211471577d94a21f095741f8304, with recorded exact source/destinationCI and independently audited full local disk-backed coverage under Paul's host exception. Review211 remains open, not launch approval.
Current blocked handoff: discussion321. Unfinished Unit A source and evidence are preserved separately on handoff/carloku-blocked-20261020 at c153aec6372189e5a925a5bfcf470ede0942bb5d. This archival branch must not be merged into product. Its HANDOFF.md/continuation.json explain exact reconstruction, original unresolved broker failure, missing historical evidence, and remaining launch work.
The previous description and early review211 opening reflect older checkpoints; discussion321 and current branch handoff state supersede their next-step/status claims. All sponsorship policy approvals and Paul's collector selection remain settled. No production actions or billing activation authorized.
