Continue isolated storage retry mechanics with review. PartB VFS spike needs tracing tool and arm64 execution evidence before helper integration; PartD identity/lifecycle and policy-dependent wiring remain.

Whole metered feature NOT accepted/deployed; billing OFF. Decisions10-13/H and provider proof still required. Prior failed gates preserved. Auth test incident note records possible default-console start/polls with evidence limits; no real-console investigation.
