Region HA: spec 1 rev 5.4 (approved; rulings H10-H19; L1-L20 requested of the claim and moves specs on #236) and plan 1b, built: the parts of spec 1 that need none of L1-L20, all dormant behind CARLOSREGIONHA (ParseBool true, set in /etc/carlos/host.env). boxid enrollment evidence; console box choice from the roster's proven cloud with the P5-D2 tie-break; the agent publishes its identity record; termfence binds to the roster (H19); boxvolumes records and the fail-safe Discharge check; the edges file follows the claim's executor with stamps; root defers updates while the box takes part in a claim operation; create-only evidence prefixes in the deployment bucket. 8 tasks reviewed, a whole-branch review and one fix wave; full gate green. Relocation, reconcile rows, create wiring and fence writes wait for the claim (plan's 'Waits for the claim').
