Region HA. Spec 1 (box placement) approved with rulings H1-H9. Plan 1a, the foundations that need no host lifecycle claim, is BUILT: 11 tasks, each reviewed, plus a whole-branch review and one fix wave; CI green at e689e4bb. It is all dormant on today's one-box regions: new packages internal/boxid, internal/hostfiles, internal/termfence; additive edges-file fields; home map ordered by stamp; console box choice; registry ReplaceTimers; activator install marker; tofu module changes (not applied). Awaiting Paul's review and merge. Plan 1b waits for the claim's code. Claim/moves changes requested in #223.
