Design for OUTSTANDING item 17: per-line tax codes when the plan changed inside a month. Builds the mechanics either answer to decision 16 needs (a line carries its own code; the allowance names its spans; a day's usage attributed to a span; a meter's line apportioned, not re-priced) and keeps the hold until Paul's answer; single-code months stay byte-identical. Revision 1 under Astra review.
