Paused 2026-10-06 after Astra round 5 on rev 5 (27903735): SPEC NOT READY FOR PLANNING. Astra judges the single ownership object sound. Some remaining issues are local fixes: fallback filtering, platform policy checks, provisional-row recovery, journal-aware sweep. Two need protocol reshaping: commit/cancel coordination and migration certification. The sequential collision case is already blocked on main (04cd2d78, hostHolder + hostClaimHolder); only concurrent races remain (#232).

Resume after the host-lifecycle claim is wired (platform-1e Plans 5-8): reshape commit/cancel/recovery and migration certification around one shared app-admission and recovery contract, per Astra round 5 (/home/paulca/.cache/nearest-region/HOST-OWNERSHIP-R5.md on DOCS-T1).
Blocked on
Design overlaps the claim's admission and recovery; finishing it before the claim is wired would mean redesigning twice.
Already decided
Paul 2026-10-06: ONE ownership object per hostname (domains/<host>.json for every family); the lifecycle claim keeps execution, parking and retirement.
