Console invites deliver: Keymail federation as console@<origin>, then the console's own SES email through the platform mail layer (ops account bab, referrer console-mail), then the hand-off link. Fixes invites never delivering since 35602776. Invite limits (20 pending, 20/hour); no console mailer while CARLOSHOSTCLAIM is on (#250); census-ruling-console-invite-delivery (platform-1e). CI green at 6973b3e0, up to date with main; awaiting Paul's merge go.
