PARKED (Paul, 2026-10-19): step 8 readiness for the dev claim trial. Built and root-runner witnessed against leo's real tree: backfill-collect/backfill-adopt signer phases (S1), migration census classes for leo's real files (S2), journal-migrate explicit modes (#317 class) and the absent /data/.hostclaims fix. NOT for merge yet: the witness hit S3 (backfill-adopt needs a census report from every roster box; sophie can't), S4 (no installer for an adopted legacy host; Plan 5 populated backfill), and the record freeze (nothing writes done). These are design gaps for cohort activation in a populated deployment; a design note comes first. Census PROPOSED, strings unreviewed.
