Claim trial step 6 artefacts (dev cohort 1): claims run phases sign-policy (armed policy signed offline, byte-equal to publish-floor's) and publish-identity (release-signed system identity; router hash from signed SHA256SUMS, console hash from the console channel's signed manifest digest), --out byte-exact files, and claims install-console (root-owned protected console plus .prev). Operator commands only (ruling 6). Census ruled accepted. Root-runner witness passes with no hand-published identity.
