Claim trial: arm an updater-installed box. carlos system install-channel --policy FILE takes sign-policy's root-signed armed policy as the floor before one is published, and on a box whose carlos already is the channel release replaces carlos.prev with it (saying so), so guard-arm's two-slot check passes. Without --policy, install-channel is byte-identical. The root-runner activation witness now starts from a box the platform's own install/update made (.prev = older release) and rehearses all of steps 6 and 7. Census ruled.
