guard-arm makes its guard directories, the shared <opt>/system parent and its lock directory with exactly 0755 whatever the caller's umask, and repairs a 0700 left by an earlier run. Found when a umask 077 shell broke the dev console's guarded start (exit 203). Census ruled (claim-guard-umask). No new strings.
