Runbook for the dev cohort-1 host-claim MECHANICS TRIAL on carlos-dev-ie-b (leo) only (Paul, 2026-10-16). Docs only. File: docs/superpowers/plans/2026-10-16-claim-activation-dev-cohort1.md. Acceptance on a disposable app (claimtrial) pinned to leo by CARLOS_POOLS=cohort1; failure means stop and hold, not a claims-off rollback; independent writer and key rotation are accepted trial gaps. Waiting on platform-1e's activation runner and persistent-mask installer, fix-empty-app-key and the apps/bab// cleanup, leo's IAM, and a release with Plan 14 Parts 2-3. Not for merge until reviewed.
