CI speed (#291) follow-up: make test also splits internal/host 4 ways and the root package 5 ways, with measured weights. test-weights.sh now keeps other packages' rows, records tests of 0.25 s or more, and discounts t.Parallel tests by 8; unweighted tests count 0.05 s.
