MERGED 65ca4aca on 2026-10-24, with the GitHub mirror fast-forwarded. Test code, the Makefile and AGENTS.md only: no production effect. Astra reviewed it over three rounds: one P1 and seven P2s were fixed, and one point was declined with reasons on #369.
Next
Use it: the next branch that trips TestPlan14RootReadCensus runs make census-card, writes CLAIMS, runs make census-propose, and asks the owner to approve the card. A follow-up could give the record-write census (9B8) the same treatment.
