Cherry-picks 8376a468 and 8a313548 from claim-empty-cohort-done so guard-armed boxes can take a release by the ruled re-arm: the root AWS sentinel is not an override, and a guarded run returns stdout only. Census overlay plan14-root-reads-armed-box-updates (rootaws, hostfloor). For v0.28.5.
