Installs amadan's agent house rules for this repo, following Bill's yes to amadan's agent workflow (2026-09-24, recorded with amadan workflow on).

• .claude/skills/amadan/SKILL.md, written by amadan agent skill -install. Every agent session in the repo now reads the hub's rules: - work under an agent account, never an operator's credential; - identify the session; - describe branches, and use tasks and a handoff; - get a review before merging.
• .gitignore gains .claude/settings.local.json. That is where the prompt-ledger hooks live when installed per machine (amadan ledger init -local). Installing them in the tracked settings.json instead would record every contributor's prompts, which is a team decision, not made here.
