Fixes #315: a non-root agent hands named-unit routes (console.service etc.) to the root pass before staging or repointing, through the stage relay, instead of failing systemd's permission check and rolling back a good build. release.RootRestartsUnits + ErrUnitRestartNeedsRoot; wired into the agent's hourly and fast loops when euid != 0.
