Route Apple CI to a macOS runner with XcodeGen Issue open
A Linux runner claimed the initial native kit gate: Swift tests passed, then the Apple scaffold failed because xcodegen was unavailable. A local macOS runner has since produced green CI on e6520f1, allowing v0.1.0 to land. To make future scheduling reliable, an owner can set: amadan ci requires rastrillo/native -set "macos xcodegen", with a runner declaring those capabilities. The agent account tried that setting and was refused for insufficient role. Keep the Apple build in the gate.
