Measure the bunting's motion over time, not over frames

motion() summed off() once a frame, so a run at 30 fps counted half the motion of one at 60, and the shake-against-scroll ratio moved with the frame rate of each half. It now weighs each sample by the time since the last and stops counting at the deadline, even mid-gesture.

Fix all four without changing the feel. 4. landing_browser_test.go:1204: make the shake-vs-scroll measure integrate pixel displacement over elapsed time (not a sum of frames), with the measurement deadline enforced during the gestures, so frame rate can't move the ratio.
