A placeholder page in Paul's words
site/index.html is the placeholder fiesta.rastrillo.org serves at the root until the real site is written: the headline, the install line and the one link to copy, in a code block, in Paul's words from the design spec and approved through copy review unchanged. The title is "Fiesta", the one addition. The page links /1/fiesta.css for its own styling, so it is a user of the rewrite the site writes for it. make site puts it at the root beside the versioned releases; TestPagesCannotShadowAMajor and TestPagesCannotShadowAVersion are what keep a page like it from ever answering for /1/.
