Say in the changelog that 1.1's files can be read from any site

1.1 is the first release a site can read across origins and keep for
a year, and an app that links Fiesta needs to know it can now pin a
versioned file by its hash, load the scripts as modules and fetch the
strings, and that /1/ is checked every five minutes. The line went
through copy review and is applied as approved.

CHANGELOG.md is neither embedded in the tree nor copied into a
release or onto the site, so releases/1.1.0 is unchanged.
