Pin the plan to rastrillo v0.20.0
Tagged today and verified on the module proxy. It carries ThemeCSS, ThemeNames, Layout and LayoutNames, which v0.19.0 did not — none of which this plan needs, since the core is design-system-independent, but pinning the current release avoids a second bump a week later. Pair and the colour allocation entry point are not in it. They remain specified and unwritten, so the shim stays and its deletion trigger is still unfired.
