Bump rastrillo to v0.21.0, matching the installed CLI

The module was pinned at v0.20.0 while ~/go/bin/rastrillo is v0.21.0;
generating migrations with a CLI that differs from the linked library
risks a mismatch (the CLI's dump loader compiles against this app's
go.mod, so it always ran the app's v0.20.0 anyway, but the drift was
an accident waiting to bite the next bump). v0.21.0's changes are
design-system/UI (this branch has none) and the migrate/dump plumbing
this work depends on. make test is green: vet, fmt, build, go test
./..., and go test -race ./internal/sheets/store/... all pass
unchanged.
